With both infectious diseases:
1. There was not/has not been a national action plan to combat the problem
2. There was/is a lack of public awareness campaigns
3. The blood banks did not take/have not taken steps to protect the blood supply against contamination
4. There was/has been an initial denial by scientists that the disease was due to an infection (AIDS) or ongoing infection (Lyme)
5. There was/is a lack of media coverage of both diseases
6. There was/is a substantial lack of funding for research
