Ruben is featured in the Tick Borne Diseases Working Group 2018 Report to Congress. This 2018 Report takes 'no position' on how Ruben's human rights were abused by the VA medical system. Clearly, the Director of the VA hospital does not feel he needs to listen to Ruben. The Tick Borne Diseases Working Group's 'no position' is an incredibly horrible & harmful act against patients.
